Webbuilders in Civ 6 build their improvement instantly but only get to build 3 by default, or more with wonders, policy cards, etc. Civ 5 workers are permanent units, but every project takes a certain number of turns to complete. so sure they can build a mine over this resource, it will be ready in 4 turns.
